The file cites `https://eips.ethereum.org/EIPS/eip-649` as the source and says in `notes` that it was not fetched. The recipe is the `panel` kind, so there was no chain scan. The pinned window only timestamps the question. The reward counts the base amount per block, excluding uncle and fee rewards, and `definitions` says so. The first check failed because I had put the window keys in a different order than `oracle.json`. I reordered them to match exactly.

I took that from what I already knew of the EIP and did not fetch the page during this run. I ran no RPC scan. The file uses the `panel` recipe with that EIP as its source. `definitions` states that 3 ETH is the base reward per mined block, excluding uncle and nephew rewards and fees. The window and request id are copied from `oracle.json`. The first version failed the check because the window keys were in the wrong order (`fromBlock` before `toBlock`).
